Les Principes d\u2019Ottawa s\u2019inspirent de la\u00a0<\/span><a href=\"https:\/\/www.who.int\/dietphysicalactivity\/marketing-food-to-children\/fr\/\"><span style=\"font-weight: 400;\">recommandation de\u00a02010 de l\u2019Organisation mondiale de la Sant\u00e9<\/span><\/a><span style=\"font-weight: 400;\">\u00a0et d\u2019autres \u00e9nonc\u00e9s de politique internationale fond\u00e9s sur des donn\u00e9es probantes, qui demandent aux pays de prendre des mesures pour r\u00e9duire le volume non contr\u00f4l\u00e9 et le pouvoir excessif de la publicit\u00e9 sur les aliments et les boissons adress\u00e9e aux enfants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les Principes d\u2019Ottawa ont grandement influ\u00e9 sur l\u2019\u00e9laboration de la <\/span><a href=\"https:\/\/www.canada.ca\/content\/dam\/canada\/health-canada\/migration\/publications\/eating-nutrition\/healthy-eating-strategy-canada-strategie-saine-alimentation\/alt\/pub-fra.pdf\"><span style=\"font-weight: 400;\">strat\u00e9gie en mati\u00e8re de saine alimentation<\/span><\/a><span style=\"font-weight: 400;\"> de Sant\u00e9 Canada en 2016, qui a entra\u00een\u00e9 d\u2019importantes modifications au <\/span><a href=\"https:\/\/guide-alimentaire.canada.ca\/fr\/\"><span style=\"font-weight: 400;\">Guide alimentaire canadien<\/span><\/a><span style=\"font-weight: 400;\">, \u00e0 l\u2019\u00e9tiquetage nutritionnel des aliments et des boissons et plus encore. En date de 2023, le dernier point \u00e0 d\u00e9velopper est l\u2019interdiction de la publicit\u00e9 d\u2019aliments et de boissons aupr\u00e8s des enfants.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<p><strong>Principes\u00a0d\u2019Ottawa<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Au pays, afin de prot\u00e9ger efficacement les enfants contre la publicit\u00e9 sur les aliments et les boissons, les politiques et les r\u00e8glements devraient\u00a0:<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\">OFFRIR UNE PROTECTION EFFICACE AUX ENFANTS. Les enfants sont particuli\u00e8rement vuln\u00e9rables \u00e0 la publicit\u00e9. Les politiques et r\u00e8glements doivent \u00eatre suffisamment efficaces pour leur offrir un niveau \u00e9lev\u00e9 de protection. Celle-ci est la responsabilit\u00e9 de tous les secteurs de la soci\u00e9t\u00e9\u00a0: les parents et tuteurs, les organisations non gouvernementales, le secteur priv\u00e9 et le gouvernement.<\/span><\/li>\n<\/ol>\n<ol start=\"2\">\n<li><span style=\"font-weight: 400;\">\u00caTRE PRESCRITS PAR LA LOI. Seuls des r\u00e8glements applicables en vertu de la loi ont suffisamment d\u2019autorit\u00e9 pour prot\u00e9ger efficacement les enfants contre la publicit\u00e9 et son influence persuasive sur les pr\u00e9f\u00e9rences et la consommation alimentaires. L\u2019autor\u00e9glementation de l\u2019industrie n\u2019est pas con\u00e7ue pour atteindre cet objectif et ne s\u2019est pas av\u00e9r\u00e9e suffisamment efficace.<\/span><\/li>\n<\/ol>\n<ol start=\"3\">\n<li><span style=\"font-weight: 400;\">ADOPTER UNE D\u00c9FINITION PLUS LARGE DE LA PUBLICIT\u00c9. Les politiques et r\u00e8glements doivent inclure un large \u00e9ventail de publicit\u00e9s destin\u00e9es aux enfants (p.\u00a0ex., publicit\u00e9s t\u00e9l\u00e9vis\u00e9es et imprim\u00e9es, concours, programmes de fid\u00e9lit\u00e9, placements de produits, endossements par une personnalit\u00e9, mesures incitatives financi\u00e8res, relations commerciales, jeux, emballages, Internet) et doivent \u00eatre suffisamment souples pour inclure toute nouvelle m\u00e9thode de marketing.<\/span><\/li>\n<\/ol>\n<ol start=\"4\">\n<li><span style=\"font-weight: 400;\">INTERDIRE LA PUBLICIT\u00c9 DESTIN\u00c9E AUX ENFANTS DANS DES ENVIRONNEMENTS POUR ENFANTS. Les politiques et r\u00e8glements doivent s\u2019assurer que les publicit\u00e9s destin\u00e9es aux enfants (<\/span><i><span style=\"font-weight: 400;\">les types pr\u00e9cis doivent \u00eatre pr\u00e9cis\u00e9s<\/span><\/i><span style=\"font-weight: 400;\">) sont interdites dans les environnements pour enfants comme les \u00e9coles, les garderies, les \u00e9tablissements d\u2019\u00e9ducation de la petite enfance, et les centres de sports et de loisirs.<\/span><\/li>\n<\/ol>\n<ol start=\"5\">\n<li><span style=\"font-weight: 400;\">PRENDRE DES MESURES POUR G\u00c9RER LES M\u00c9DIAS TRANSNATIONAUX. Les m\u00e9dias transnationaux ou les r\u00e9seaux de communication, comme l\u2019Internet, la distribution par satellite et la c\u00e2blodistribution, et la t\u00e9l\u00e9vision \u00e0 acc\u00e8s libre des pays voisins, devraient \u00eatre contr\u00f4l\u00e9s le plus souvent possible. Il ne s\u2019agit pas d\u2019une condition pr\u00e9alable pour la mise en application de ces restrictions.<\/span><\/li>\n<\/ol>\n<ol start=\"6\">\n<li><span style=\"font-weight: 400;\">\u00caTRE \u00c9VALU\u00c9S, CONTR\u00d4L\u00c9S, JUSTIFI\u00c9S ET MIS EN \u0152UVRE. Les politiques et r\u00e8glements doivent \u00eatre \u00e9valu\u00e9s de fa\u00e7on ind\u00e9pendante afin d\u2019avoir les effets d\u00e9sir\u00e9s, contr\u00f4l\u00e9s de mani\u00e8re ind\u00e9pendante aux fins de conformit\u00e9 ainsi que justifi\u00e9s et mis en application dans leur int\u00e9gralit\u00e9.<\/span><\/li>\n<\/ol>\n<ol start=\"7\">\n<li><span style=\"font-weight: 400;\">\u00caTRE D\u00c9TERMIN\u00c9S ET ADOPT\u00c9S RAPIDEMENT GR\u00c2CE \u00c0 UNE APPROCHE ENTRE GOUVERNEMENTS. On demande \u00e0 tous les niveaux de gouvernement de prendre des mesures aux fins de mise en conformit\u00e9 le plus rapidement possible.<\/span><\/li>\n<\/ol>\n<ol start=\"8\">\n<li><span style=\"font-weight: 400;\">VEILLER \u00c0 CE QUE LE GOUVERNEMENT SOIT UN PARTENAIRE ESSENTIEL DANS L\u2019\u00c9LABORATION DES POLITIQUES. Les gouvernements devraient offrir un leadership dans l\u2019\u00e9laboration du cadre de la politique tout en prot\u00e9geant l\u2019int\u00e9r\u00eat du public et en \u00e9vitant tout conflit d\u2019int\u00e9r\u00eat<\/span><\/li>\n<\/ol>\n<ol start=\"9\">\n<li><span style=\"font-weight: 400;\">S\u2019ASSURER QUE LE GOUVERNEMENT \u00c9LABORE DES D\u00c9FINITIONS POLITIQUES CLAIRES.
