Le projet de loi, appel\u00e9 Loi sur la protection de la sant\u00e9 des enfants, a pour but de limiter le marketing des aliments et des boissons riches en sucre, en sel et en gras satur\u00e9s aux enfants de 12\u00a0ans et moins. La communication, qui est un appel urgent aux s\u00e9nateurs, a \u00e9t\u00e9 publi\u00e9e par la Soci\u00e9t\u00e9 canadienne de p\u00e9diatrie (une organisation ent\u00e9rin\u00e9e par la Coalition) et les Directeurs de p\u00e9diatrie du Canada.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab\u00a0Nous savons que les habitudes alimentaires sont fa\u00e7onn\u00e9es pendant l\u2019enfance, et qu\u2019une alimentation de mauvaise qualit\u00e9 est associ\u00e9e \u00e0 une multitude de probl\u00e8mes de sant\u00e9, notamment l\u2019embonpoint et l\u2019ob\u00e9sit\u00e9, le diab\u00e8te de type\u00a02 et les maladies cardiovasculaires. Il incombe au S\u00e9nat de prendre les mesures qui s\u2019imposent pour contribuer \u00e0 prot\u00e9ger nos enfants. Le marketing destin\u00e9 aux enfants est contraire \u00e0 l\u2019\u00e9thique, et cela doit cesser\u00a0\u00bb, a d\u00e9clar\u00e9 la Dre\u00a0Catherine\u00a0Pound, professeure adjointe en p\u00e9diatrie \u00e0 l\u2019Universit\u00e9 d\u2019Ottawa, et consultante en m\u00e9decine p\u00e9diatrique au d\u00e9partement de p\u00e9diatrie du Centre hospitalier pour enfants de l\u2019est de l\u2019Ontario.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00ab\u00a0En adoptant le projet de loi\u00a0S-228, les s\u00e9nateurs pourraient avoir une plus grande incidence positive sur la sant\u00e9 des enfants qu\u2019un p\u00e9diatre au cours de sa carri\u00e8re. S\u2019opposer \u00e0 son adoption est une entrave scandaleuse \u00e0 la d\u00e9mocratie aux d\u00e9pens de la sant\u00e9 des enfants, a affirm\u00e9 le Dr Tom\u00a0Warshawski, p\u00e9diatre et pr\u00e9sident de la Childhood Obesity Foundation. Il serait inacceptable que ce projet de loi avorte.\u00a0\u00bb<\/span><\/p>\n<p><span style=\"font-weight: 400;\">La consommation excessive de sucre, de sel et de gras satur\u00e9s est associ\u00e9e \u00e0 l\u2019hypertension art\u00e9rielle, \u00e0 la st\u00e9atose h\u00e9patique, \u00e0 un profil sanguin pr\u00e9sentant des graisses nocives, \u00e0 l\u2019intol\u00e9rance au glucose et \u00e0 l\u2019exc\u00e8s de poids. Selon la Soci\u00e9t\u00e9 canadienne de p\u00e9diatrie, un\u00a0enfant sur\u00a0trois \u00e2g\u00e9 entre\u00a0cinq et dix-sept\u00a0ans souffre d\u2019embonpoint ou d\u2019ob\u00e9sit\u00e9, et de probl\u00e8mes comme la st\u00e9atose h\u00e9patique non alcoolique, qui n\u2019\u00e9taient auparavant observ\u00e9s que chez les adultes. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Le gouvernement doit prendre des mesures pour d\u00e9normaliser la consommation excessive et les mauvaises habitudes alimentaires. Nous ne pouvons pas compter sur l\u2019industrie pour s\u2019autor\u00e9glementer\u00a0: l\u2019autor\u00e9glementation est un \u00e9chec lamentable. L\u2019industrie continue d\u2019exposer les enfants \u00e0 25\u00a0millions de publicit\u00e9s par ann\u00e9e faisant la promotion d\u2019aliments et de boissons par l\u2019entremise des dix\u00a0plus importants sites\u00a0Web consult\u00e9s par les enfants. Au-del\u00e0 de 90\u00a0% des publicit\u00e9s d\u2019aliments et de boissons destin\u00e9es aux enfants diffus\u00e9es en ligne et \u00e0 la t\u00e9l\u00e9vision concernent des produits \u00e0 teneur \u00e9lev\u00e9e en sucre, en sel et en gras satur\u00e9s. <\/span><\/p>\n<p><b>Faits au sujet du projet de loi\u00a0S-228<\/b><\/p>\n<p><b>Aucun aliment ne sera qualifi\u00e9 de mauvais pour la sant\u00e9.<br \/>\n<\/b>Sant\u00e9\u00a0Canada a mentionn\u00e9 qu\u2019aucun aliment ne sera qualifi\u00e9 de mauvais pour la sant\u00e9. Les aliments et boissons feront d\u2019abord l\u2019objet d\u2019une \u00e9valuation afin de v\u00e9rifier qu\u2019ils sont commercialis\u00e9s \u00e0 l\u2019intention des enfants. Si c\u2019est le cas, ils seront \u00e9valu\u00e9s pour d\u00e9terminer leur teneur en sucre, en sel et en gras satur\u00e9s. Les produits dont la teneur d\u00e9passe le seuil pourront toujours \u00eatre vendus, mais ils ne pourront faire l\u2019objet d\u2019une mise en march\u00e9 destin\u00e9e aux enfants.<\/p>\n<p><b>Aucune incidence sur l\u2019industrie alimentaire<br \/>\n<\/b>Au Qu\u00e9bec, des restrictions quant \u00e0 la promotion de produits aupr\u00e8s des enfants sont en place depuis\u00a01980, ce qui n\u2019a pas emp\u00each\u00e9 l\u2019industrie des aliments et des boissons de la province de demeurer dynamique et prosp\u00e8re. Les r\u00e9percussions positives sur la sant\u00e9 de la population sont tr\u00e8s importantes. C\u2019est au Qu\u00e9bec que l\u2019on retrouve le taux le plus \u00e9lev\u00e9 de consommation de fruits et de l\u00e9gumes au Canada. De plus, la province a le taux d\u2019ob\u00e9sit\u00e9 le plus bas au pays chez les enfants \u00e2g\u00e9s de\u00a0cinq \u00e0 dix-sept\u00a0ans.<\/p>\n<p><b>Aucune incidence sur les agriculteurs<br \/>\n<\/b>Les 65\u00a0000\u00a0agriculteurs du Canada ne seront pas touch\u00e9s. Les parents continueront d\u2019acheter du pain et de pr\u00e9parer des sandwichs pour la famille. Le projet de loi\u00a0S-228 ne touchera que le marketing destin\u00e9 aux enfants. \u00c0 l\u2019heure actuelle, moins d\u2019un pour cent des produits de boulangerie font l\u2019objet de marketing destin\u00e9 aux enfants. Les ventes se poursuivront, tout comme le marketing destin\u00e9 aux adultes.<\/p>\n<p><b>Aucune incidence sur le commerce<br \/>\n<\/b>De nombreux pays ont impos\u00e9 des restrictions relatives au marketing destin\u00e9 aux enfants. La Su\u00e8de, la Norv\u00e8ge et le Br\u00e9sil ont impos\u00e9 des restrictions relatives \u00e0 toutes les initiatives de marketing destin\u00e9 aux enfants. De plus, le Royaume-Uni, le Chili et l\u2019Uruguay, entre autres, ont impos\u00e9 des restrictions quant aux initiatives de marketing d\u2019aliments \u00e0 teneur \u00e9lev\u00e9e en certains nutriments. \u00c0 notre connaissance, l\u2019adoption de ces restrictions n\u2019a eu aucune incidence sur les obligations commerciales de ces pays.<\/p>\n<p><b>Au sujet de la Soci\u00e9t\u00e9 canadienne de p\u00e9diatrie<br \/>\n<\/b><span style=\"font-weight: 400;\">La <\/span><a href=\"https:\/\/www.cps.ca\/fr\/\"><span style=\"font-weight: 400;\">Soci\u00e9t\u00e9 canadienne de p\u00e9diatrie<\/span><\/a><span style=\"font-weight: 400;\"> est l\u2019association nationale des p\u00e9diatres.
